ICAT supports the Government of the Lao People's Democratic Republic—through the Ministry of Agriculture and Environment—in establishing a framework for GHG emissions projections, policy impact assessment, and NDC tracking. The project will strengthen the implementation of sectoral MRV requirements under the 2019 Climate Change Decree in the energy sector, support the implementation and future enhancement of NDC 3.0 and the LT-LEDS, and improve the credibility of national reporting under the Enhanced Transparency Framework (ETF).

Overview

The project's primary objective is to strengthen Lao PDR’s capacity to manage and track the implementation of its NDC actions in the energy sector. The project will establish a robust framework for the regular collection and management of data required to develop GHG emissions projections, assess the impact of relevant policies and measures, and monitor progress through the development of appropriate indicators.

  • GHG impact assessment of selected energy-sector policies and measures (ICAT Renewable Energy methodology, with adaptation co-benefits where feasible)
  • Strengthened capacity and tools within DoE to perform GHG impact assessment of energy-sector policies and measures
