Back to Where We WorkThe first ICAT project supported the development of a MRV framework in the Souss-Massa region, aligned with Morocco's national strategy of regionalization and as a pilot for the expansion to other regions. The project involved the establishment of institutional and legal requirements for the MRV framework, development of data collection and QA/QC procedures, and piloting the MRV framework for the energy and agriculture sectors.
A second project enhanced the Souss-Massa MRV framework, updating the Territorial Climate Change Strategy according to Morocco's updated NDC. Under this scope, ICAT supported the (i) definition of adaptation trends and Cost & Benefit Analysis of adaptation measures in the water sector, (ii) GHG inventory, projections and policy impact assessment of mitigation measures for the agriculture and energy sectors in terms of GHG and sustainable development impacts, (iii) operationalizing the MRV framework to track the Territorial Climate Change Strategy and integrating it into the existing MRV.
A third ICAT project, in cooperation with the national government, supported Morocco in developing a climate finance tracking framework.
Building on the third project, a fourth ICAT project supports the national government in strengthening Morocco's climate finance foundations to leverage data for implementing NDC 3.0 and related sectoral policies and measures.

Overview
The ICAT project aims to further strengthen the climate finance foundations of the National System for Climate Transparency (SNTC) by enhancing the quality, availability, and use of climate finance data needed for implementing the NDC 3.0 and related sectoral policies and measures. An integrated institutional framework will be developed, which will facilitate impact assessment and sectoral planning to improve decision-making for public and private climate finance mobilisation and investment.
- A strengthened strategic and sustainable climate finance governance framework through the development of policy and legal instruments that reinforce coordination between the Ministries of Finance and Environment in support of an NDC 3.0 investment plan.
- Assessment of two transport-sector policies (implementation costs, climate and socio-economic impacts, effectiveness) through mitigation cost analysis.
- Analysis of international and national climate finance sources, flows and instruments, to be used as contributions to a financing and investment plan for the transport sector, in alignment with NDC 3.0.
- Development of a climate finance tracking system for the transport sector, with a roadmap for other sectors
- Promotion of the integration of local, sectoral and private stakeholders in climate finance planning, reporting, and capacity building to ensure sustainable implementation of the climate finance transparency governance framework.

Overview
Support capacity strengthening for MRV in Souss-Massa region in relation to the following:
- Updating and revising the Souss Massa region’s Territorial Climate Change Strategy (TCCS) to reflect Morocco's updated NDC and considering all modules;
- Establishing a monitoring & evaluation system and integrating it into the present MRV platform.
- Supporting the setting up of Internal Regulations for the regional transparency framework (MRV system)
- Capacity building of the local team
- Apply the ICAT's "Sustainable Development Assessment" methodology, study and evaluate the co-benefits of sustainable development related to the actions and measures to be suggested.
- Update of the PTRC of the Souss-Massa region to align it with the Moroccan revised NDC and include all sectors.
- Complete the implementation of a PTRC Monitoring & Evaluation system at the level of the existing MRV platform.
- Support the development of Internal Regulations for the regional transparency framework (MRV system).
